Secure California's Future, Join the Homeland Security Policy Team: Become a Homeland Security Policy Analyst at the California Governor's Office of Emergency Services (Cal OES).

From raging wildfires to the unprecedented COVID-19 pandemic, California has faced numerous emergencies that have impacted millions of lives. We are seeking driven individuals to join our team and help shape policies that safeguard the state's critical infrastructure and enhance emergency preparedness. 

Join our dynamic team as an Analyst II supporting critical policy initiatives and strategic planning efforts. The Office of Homeland Security Policy plays an important role in strengthening California’s homeland security enterprise through strategic policy development, stakeholder coordination, and data-driven decision making.

The incumbent serves as a key analyst within the unit, coordinating with the Homeland Security Advisory Committee (HSAC) and supporting the development and implementation of the State Homeland Security Strategy. This position offers an opportunity to make a meaningful impact on California's security posture through policy analysis, stakeholder engagement, and strategic planning. Key responsibilities of this positions include, but are not limited to:

  • Analyzing homeland security trends, policies, and programs to identify opportunities for enhancing California's security posture
  • Supporting the development and implementation of the State Homeland Security Strategy by tracking progress, analyzing effectiveness, and recommending improvements
  • Coordinating with HSAC members and working groups to facilitate the development of capability-based approaches to homeland security challenges
  • Managing relationships with federal, state, local, tribal, territorial, and private sector partners to ensure unified coordination of homeland security activities
  • Developing comprehensive analytical reports and briefings for Cal OES leadership on emerging threats, policy impacts, and strategic initiatives
  • Monitoring federal actions, regulations, and policies to assess potential impacts on California's homeland security programs

This position is located at our Mather Campus and is eligible for a hybrid work schedule which may include up to one day of remote work per week. Additional in-office days may be required based on business needs.

The position is a 12-month limited term (LT) and may be extended up to 24 months or become permanent.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.

Special Requirements

DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Homeland Security Special Requirements : This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. Upon hire, candidates will be required to apply for the clearance, and once granted, they must maintain it as a condition of employment. Eligibility for a Department of Homeland Security (DHS) sponsored SECRET security clearance is also mandatory, and candidates must be able to qualify for and maintain it. To obtain a security clearance, you must be a U.S. citizen.

  • Experience in strategic planning, policy analysis, and program evaluation
  • Ability to synthesize complex information and develop evidence-based recommendations
  • Strong interpersonal skills with experience in stakeholder engagement and collaboration
  • Commitment to continuous learning and professional development in the field of homeland security and emergency management
